Analytical report on foreign information manipulation and interference (FIMI) in Senegal

In a context marked by rising disinformation and foreign interference, AfricTivistes has published its analytical report on Foreign Information Manipulation and Interference (FIMI) in Senegal.

According to the FIMI Index of the European Union Institute for Security Studies (EUISS), Senegal remains the most resilient country in West Africa (60/100). However, this relative democratic stability does not make it immune to foreign information interference, which finds fertile ground for influence in its vulnerabilities.

The study highlights:

  • The vulnerabilities of Senegal’s information landscape (technological, media and institutional);
  • The actors and mechanisms involved in manipulation campaigns;
  • The risks posed to national sovereignty, democratic stability and social cohesion, particularly during election periods.

Based on the methodology developed by International IDEA, the analysis combines qualitative interviews, documentary research and field surveys. It also offers concrete recommendations to strengthen Senegal’s resilience to new information threats at a time when emerging technologies such as deepfakes are increasing the risks of manipulation.
